And entirely impractical.
thats the case for most netlabels. they have to make sure that no artist is a GEMA member, else the label has to pay fee's even if its released for free. if any of our artists is member of a collecting agency, we just do digital releases as there the GEMA fee's will be paid.

you said even if the artists aren't german, well yes because there is a different collecting agency in the specific country. so they have to cover that too, not just GEMA. if they dont and just specifically say GEMA then its kinda stupid :)
