I would say your assumption is pretty close to truthful..
down tempo is just beats per min (bpm) could apply to many things. really just all opinion. some closer than others..
deep house is down tempo to me as well..
rage detroit (hard) techno may be 135ish bpm or higher..
down tempo could apply to deep house or minimal @ say 120 - 128ish..

it is helpful to communicate in genres when u cant play things for people and theyre bad with names, e.g. at a party or a bar. but there is some blur - i play @ a monthly party where some friends play first with progressive house, and one of them plays stuff that, but for the tempo, is damn close to minimal.
and stewart walker for example - some call him techno, some call him minimal. and since i dont know much about techno proper, i cant really tell some of the faster basic channel stuff from mainstream techno (except that it grows on me where mainstream techno ive heard bores me into submission)
and btw i love downtempo. can cover such a wide range of emotions - check walkman's (of sutemos fame) set at play.fm..starts dark, gets psychotic (but never hard or fast), turns on instrumental splendour, and bounces into chirpy pop cheer. nutz!!
