@ 3:34-3:38 there is a percussion that plays and then fastly slows down..and @ 3:42- 3:46 happened the same but this time the percussion fastly goes up (3:42-3:46).
I've heard that only with the fx of the A&H Mixer (Richie often do that), and also the mighty Sebastien Leger, he use to do it here: http://www.youtube.com/user/Slight79#p/u/13/m8620UT8ICg .
Now i want you to let me know, how can i do this in cubase?
Is only a delay with automation or what else?

dont think its automated delay because of the drop in pitch.
there is a way in cubase but cant remember off the top of my head but i would put a sample of the percussion u want to effect through kontakt or any other sampler and automate the pitch control (Tune) in a controller lane of cubase.
PSP 84 and 42 delay plugs can also achieve a similar result.

I think that it could be a sampled loop that's simply pitched down the first time and pitched up the second time. It also sounds more like a synth sound than a percussion sound.
So imagine creating a synth pattern that has a certain staccato rhythm to it. Then it's played back from a sampler, but controlled by a keyboard. You play the sample back via a keyboard to get the initial "ta-ta-ta ta-ta-ta-ta..." rhythmic sound and then you hold the key down, the loop plays, and you pitch bend the sample down to get both the downward movement in pitch and tempo of the loop. The 2nd time you do the same thing but after playing the rhythm "ta, tat, tat, tat, tat..." you pitch bend it up.
Dunno if my explanation is understandable...but that's my take on it...

if you practice a bit and use the right programs you can do this very easy, its just a matter of looping, delay and pitch. i loop my traktor tracks into ableton and then use fx on it; here are 3 differents ways of effects, for example
